This plan targets aggressive emissions reduction strategies across all sectors, including electrification of transportation, increased reliance on clean energy sources, and energy efficiency improvements in buildings and industry. Prioritizing innovation and resiliency, the DMV seeks to provide significant benefits to air quality and public health, as well as cost savings for residents.

All DMV members have pledged to achieve 100% carbon neutrality by 2045.
District of Columbia
Reduced citywide emissions: 60% by 2030, 70% by 2040
Renewable energy: 50% renewable energy consumption by 2032
Maryland
Reduced statewide emissions: 60% by 2032
Energy efficiency: Fully subsidize household energy efficiency project costs, increase affordability of EVs through incentives, invest in EV and waste reduction infrastructure
Virginia:
Transportation: Reduce emissions from vehicles by electrifying public fleets, promote alternative fuels, address emissions from ports and airports, provide infrastructure for walking and cycling
Energy and Land Use: Restore and sustain coastal wetlands and forests, bolster grid security, transition government infrastructure to renewable power
